I created a test plugin and added commands to the entry points but then decided I no longer want ed to use commands so I removed them but they still show up in the Photoshop Plugin Panel.

It’s as though there is a cache somewhere which is making them show but I am lost as to where to look.

Anyone else experienced this ?

Make sure that you unload and then load the plugin again instead of just using reload. Reload won’t pick up on changes in the manifest.
