In Premiere 26.5.0.99 on Windows, `EncoderManager.exportSequence()` with `QUEUE_TO_APP` returns `false` using both custom and stock Adobe H.264 presets. Matching Media Encoder 26.5 is installed.

Is `QUEUE_TO_APP` currently supported for third-party UXP plugins? Does it require background rendering to be enabled, and is there a supported way to enable it?

If supported, what prerequisites cause this call to return `false`, and how can a plugin correlate completion with the specific job and output path?
