Supported UXP reads for initial track lock and linked A/V membership in Premiere 26.3.2

We are prototyping a local UXP workflow that creates a new sequence from one media item and reconstructs retained A/V ranges using supported SequenceEditor actions. Before enabling automated edits, we need a supported way to:

  1. Read the current lock state of a VideoTrack or AudioTrack, including immediately after sequence creation or project reopen.
  2. Enumerate linked A/V track-item membership, and detect membership changes made while a plugin operation is in progress.

On Premiere 26.3.2, the public UXP references/types we reviewed did not expose these reads. LOCK_CHANGED and INFO_CHANGED notifications worked in a controlled test, but do not provide an initial lock-state query. Range/media snapshots remained identical when a track was locked via the UI. Native C++ SDK26 review also did not establish the two required editor queries.

Is there a supported API, documented construction guarantee, or supported UXP Hybrid/native bridge for these requirements? If linked-item changes should emit an event, which event and object should we subscribe to? Are there documented ordering guarantees relative to executeTransaction/lockedAccess and user changes?

We are avoiding undocumented QE APIs and project-file parsing in the product. No project or media attachment is needed for this API question. Please point us to the supported API/reference or clarify if this is currently a capability gap.
