Are UXP Plug-Ins active in InDesign 18.9 (Beta)

I can’t seem to find a plug-in menu or a way to enable a developer mode.

I am using UDT 1.9.0.1

It is probably not supported, use InDesign (Prerelease) or InDesign 2023 (18.5) which is normally released.
