I’m an editor, not a coder, but I need something coded for Premiere Pro.
I need the ability paste timecodes into a text box such as:
00:13 - 00:23
00:25 - 00:33
00:43 - 00:48
and then I need PPro to make a cut at each point of the current timeline, and then to use one colour to label the new cuts.
This way I can right click on the unneeded cuts and select by label, to delete manually.
How would I go about getting someone to code this for me?

I work with Premiere Pro extensions and have built similar tools using CEP and ExtendScript.
What you need is totally doable, basically parsing your timecode list and triggering cuts through the PPro API, then applying label colors to those segments.
The workflow you described makes sense for managing rough cuts efficiently.
