Example is Premiere but applies to UXP in general.
Is there a way to avoid the constant sub-menus with UXP? It makes sense if you have a multi-panel plugin, but for single-panel plugins the added depth is unnecessary.
CEP made more sense with just flat panels listed:

I’ve never noticed a way to change this. However, I agree – it doesn’t make much sense when only one panel is available.
