H.265 / HEVC cannot be exported programmatically via UXP

Environment: Premiere Pro 26.3.0 (release), macOS (Apple Silicon). Also reproduced on Premiere Pro Beta 26.5.0.

Exporting an H.265 (HEVC) preset from a UXP plugin fails on every programmatic export path the API exposes.

Is this a known limitation in the current UXP API, and is it tracked/on the roadmap to be fixed?

Programmatic export of HEVC has been intentionally disabled; Adobe has no plans to enable it.
