This is a follow-up to the post that was locked, @bbb_999, you said that HEVC was disabled intentionally. Is this a technical issue, or is it a licensing one? Are there other codecs or formats that are secretly disabled?
It is not a technical issue.
No other formats have had programmatic export intentionally disabled.
