New plugin sample for the Secure Storage API

I was working on making the sample plugin which demonstrates how we can integrate the Secure Storage API with a photoshop plugin. The related PR was recently merged and can be found at https://github.com/AdobeDocs/uxp-photoshop-plugin-samples/pull/20
