We have several enterprise clients that have complained they get an old version of the plugin when they try to download it via Adobe Console.
The file downloaded from Adobe Console is 1.2.1, while the latest version of our plugin is 1.18.3.

Can you please help me correct this?
They may need to convince their local admin so those reconfigure the package, kind of vetting your new version at their side.
E.g. ExMan and ZXP are mentioned here.
