I just experienced this today: when my laptop wasn’t connected to the internet, all the installed plugins, including my own plugins that don’t require an internet connection, disappeared. However, after closing Photoshop and reconnecting to the internet, the plugins reappeared!

The problem continues to persist, but has changed slightly in how it manifests. When I am off-line and open Adobe PS it now shows the full suite of plugins, but within a minute or so they disappear from my work space, and I have to go online and connect with Adobe Creative Cloud Desktop. As soon as Creative Cloud opens, all the plugins immediately reappear on my PS workspace. I don’t have to navigate to Manage Plugins, change or update anything, it just automatically returns the plugins to Photoshop.
