Can not install plugin in Creative Cloud

hello experts:
We developed a Photoshop plugin with UXP, and packaged it into a .ccx file.

it works fine on most of our user’s pc, but one user reported an problem to us, when he tried to double-click the plugin to install, Creative Cloud application gave a prompt, as follows:

I looked up UXP’s development documentation but didn’t find useful information. Am I missing something?
Can someone tell me what this error means and how to fix it?

There’s always a whole list of potential cause of these errors. First is to have the person install a free plugin from the Marketplace to see if that works. If not, then the problem is probably the CCD app and they should contact Adobe.

Second easiest solution is to copy the .ccx file to the desktop and then double-click it. That works frequently too.
