The plugin cannot be installed through Creative Cloud, and it doesn’t work by double-clicking either; it also fails to pass the review

I have developed plugins for Cinema 4D, SketchUp, CorelDRAW, and Rhino. Recently, I have created a plugin that interacts with Cinema 4D from Photoshop. However, to my frustration: Adobe’s review criteria are stringent, and my plugin has failed to pass the review multiple times. Moreover, customers are unable to install it using the ZXP UXP installer, and when using Creative Cloud, double-clicking my plugin does not install it either. This never happens with other software. After spending so much time learning UXP and API, I end up with a plugin that cannot be installed or used. Why isn’t Creative Cloud made more user-friendly? Why can’t third-party plugins be loaded through Creative Cloud? Why can’t we just place the plugin file in the plugin folder like other software and have it work?

Who told you that you can’t put the plugin in the plugin folder?
You can do it this way;
Rename the .cxx file to. zip, unzip the zip file and Paste the resulting folder into the Photoshop plugin folder. Done
