I assume there’s no notarization requirement for plugins in Catalina, since XD is doing all the loading, etc? (For development plugins as well.)

Correct. Notarization does not impact XDX installation.
Of course, this does bring up the subject once again of some kind of “notarization” or “sealing” for Xd plugin-manager-installed plugins, so their source can’t be tampered with.
This is a pretty serious requirement if plugins implement any kind of licensing scheme on their own. If they can’t trust that the sources haven’t been hacked, then all bets are off.
