Plugin problem with Macs when USER Library is on external SSD

I have two or three reports now from users that got new Mac M4 mini computers stating that their plugins are not showing up in Ps even though they are showing as installed in CC app.

These all have their Mac USER Library on an external SSD. I’m assuming the external storage of the USER Library is the problem since installed plugins are stored in the USER Library. One person said that Apple was recommending this configuration due to the small size of the internal SSD.

Is there any way to make Photoshop look for plugins on an external SSD if it can’t find the USER Library on the internal SSD? Or does Ps do this by default and these users are some outlier cases that have configured their system incorrectly to recognize that the USER Library is on the external SSD?

I find it a bit odd that the plugins are showing up as installed on the CC app but then not showing up in Ps.
